  The 1488 is a quad line driver which converts TTL input logic levels
  through one level of inversion to output levels meeting EIA-232 and
  CCITT Recommendation V.24.

  The 1489 is a quad line receiver which converts RS232 input level signals
  through one level of inversion to TTL output levels.  The 1489 devices
  have a 'fail safe' operating mode, in that a disconnected input should
  give a mark output - the correct idle level for a NRZ UART TTL input.
  The response control pin is the base of the first input transistor in
  the device, and is made available so that a capacitor may be added for
  noise filtering (typical values of perhaps 100-220pf).  The 1489 has a
  small level of input hysterisys.  The 1489A has an increased level of
  input hysterisys.

  Unterminated cables connected to a 1489 will often cause spurious
  device output, even with the 'fail safe' mode and the response control
  capacitors.  The pickup from an unterminated cable is such that any
  reasonably high impedance receiver (such as a 1489) can never be entirely
  'clean'.  With a powered driver on the cable, spurious output generally
  reduces dramatically.  Spurious spikes can also be induced in 1489 outputs
  when unterminated input tracks are run close to RS232 output tracks, and
  response control capacitors are not used.  This can be troublesome on some
  UARTs which interrupt the microprocessor each time a change in modem line
  status is seen.
